Historicial Development: J. L. Phelps apparently owned a sawmill in Shelby County in the early 1920's. He is listed in the San Augustine County Chattel Register as selling J. D. Stewart of San Augustine County a 10-inch by 12-inch Ames engine and a 42-inch by 12-ft boiler from a sawmill in Shelby County that Phelps owned. He also sold Polley & Hight for $150 a small sawmill complete with all fixtures in Shelby County. It is not known if this was a sawmill that Phelps was operating.
