Tyler Southeastern Railway Company was formed by J. Fitzgerald after a successful suit in 1891 against St Louis, Arkansas & Texas, and the Kansas, Gulf & Shortline. The Railway Company, according to Smith County records, was buying rights- of- way in 1892 and leasing land in 1895 at Bullard, the latter for the benefit of white students.
